July 3, 2011 NCI Participates in a Two-Day Roundtable in Giumri
Giumri—Together with numerous other Armenian social activists, the National Citizens’ Initiative (NCI) representative Hrair Manukyan was in Giumri, from 30 June to 2 July 2011, and attended a two-day seminar entitled “The Role of Eastern Partnership (EaP) Civil Society Forum (CSF) in Fostering Public Administration and Anticorruption.” The event was organized by Yerevan Press Club with the support of Friedrich Ebert Foundation Armenia. Naira Gevorgyan, head of Friedrich Ebert Foundation Armenia office, welcomed the discussants with opening remarks. The event’s first speaker, chairman Vahan Movsisyan of the Community Finance Officers’ Association, delivered a report on “The Implementation of EaP CSF Recommendation on Public Administration: From the Perspective of Armenian Civil Society.” In his accounting, Movsisyan reflected on community funding issues—in terms of endowments and subsidies—legislation on financial equalization, and the question of community enlargement. In her turn, co-chairwoman Armine Tukhikyan of the Urban Foundation for Sustainable Development presented her analysis on “The Perspectives for Strengthening Ties Between EaP CSF and Armenian NGOs in the Domain of Public Administration.” The next speakers were deputy director Svyatoslav Pavlyuk of PAUCI Foundation Ukraine and researcher Natalia Shapovalova from the international organization FRIDE Madrid. In their presentations, they looked into the execution of EaP CSF recommendations for reforms in public administration and anti-corruption measures. In his intervention, executive director Varuzhan Hoktanyan of the Transparency International Anti-Corruption Center delivered a report entitled “The Implementation of EaP CSF Recommendations in the Domain of Anticorruption: From the Perspective of Armenian Civil Society”. The seminar’s final speaker was board chairman Levon Barseghyan of “Asparez” Journalists’ Club of Giumri, who gave a presentation on “The Perspectives of Strengthening Ties Between EaP CSF and Armenian NGOs in the Domain of Anticorruption.” In his study, Barseghyan examined the existing cooperation between six EaP-member states and the role of other countries in EU and EaP relations. The roundtable discussion also offered an opportunity for interesting exchange of views and recommendations among those in attendance, and the two-day event was covered by Giumri’s Tsayg and Gala televisions.
