THE NATIONAL CITIZENS’

INITIATIVE

 

The National Citizens’ Initiative, a public nonprofit association, was founded in December 2001 by former Minister of Foreign Affairs of the Republic of Armenia Raffi K. Hovannisian, his colleagues, and fellow citizens.

The Initiative has been launched with the purpose of realizing the rule of law and overall improvements in the state of the state, society, and public institutions. This entails resolution of several key issues:

 

- Engagement and empowerment of citizens in public life;

 

- Assistance to Armenia’s European integration process, and specifically with respect to honoring its commitments assumed within frames of the Council of Europe and the European Neighbourhood Policy;

 

- Assistance to regional peace building, conflict resolution, and establishment of mutual trust and friendship among peoples;

 

- Fight against corruption;

 

- Practical measures for the strengthening of democracy and democratic standards by means of public initiatives, example-setting activities and their propagation

 

- Programs for the systematic institution of human rights protection, for the civic education of all generations, especially the youth, and for meaningful facilitation of citizens’ participation in public affairs;

 

- Improvement of the legal field based on the principles of distinct separation of powers and public accountability for public officials;

 

- Contemporary reproduction of national values and instruction of individual liberties and civil rights and responsibilities;

 

- Development of lawful normative and administrative acts and provision for their efficient implementation by means of shaping public opinion; and

 

- Cultivation of broad support among the body public for systemic reform. 

 

 

The National Citizens’ Initiative is guided by a Coordinating Council, which includes individual citizens and representatives of various public, scientific, and educational institutions. Five commissions on Law and State Administration, Socioeconomic Issues, Foreign Policy and Conflict Resolution, Spiritual and Cultural Challenges, and the Youth constitute the vehicles for the Initiative’s work and outreach.

 

Time’s Imperative

 

Our Republic is in unsatisfactory condition. Time focuses our attention on its demands; they are loud and clear. Every reasonable man and woman, every concerned Armenian strives to the extent possible to make his or her valued contribution to improvement of this state of affairs.

Since its founding in 1994, the Armenian Center for National and International Studies has conducted research and analysis and has published countless studies on all aspects of our public and national life. Many have included specific policy recommendations that have been sent over time to authorities both in and out of office. Unfortunately but expectedly, only a rare few of these works have produced real policy that could, if pursued, have created a more favorable public environment.

Each idea has its own forms and phases of presentation. It is now time for these considered commendations, plans, and programs to be put on the public agenda and policymaking desks in coordinated and systematic fashion. Otherwise, the current crisis will not merely continue; it will deepen irrevocably.

It is today evident that, with experience as anchor, the National Citizens’ Initiative comes forward as one of the imperatives of our time. Its purpose is simple and straightforward: to develop and carry through the very programs, projects, and policies that target development in all aspects of public life.

Let us work together. Acting alone, we can often confuse good wishes and harsh realities, but together we make it possible to turn these aspirations into real-life accomplishment.

The National Citizens’ Initiative is open for responsible civic and national participation. The time is ripe for our combined action with individuals and institutions sharing our concern and commitment. Only in this way might we achieve actual change in the life of one and all.

Toward this end we shall do everything under the law and in our power. Join us in empowering Armenia.

On 28-31 October 2009, civil society conflict resolution experts from the Black Sea Region - including from Armenia, Azerbaijan, Georgia, Moldova, Romania and Ukraine, and the conflict zones of Nagorno-Karabakh and Transdniestria met at UN House and at the Radisson Hotel in Bucharest. The Police Obstruct Civil Awareness Campaign

Yerevan—Yesterday the activists from the National Citizens’ Initiative (NCI) and the Nationalist Students’ Council (NSC) NGOs held a demonstration, at the Yerevan State University (YSU), to voice their protest against the recent signing and ensuing possible approval of the Armenian-Turkish protocols. NCI Addresses the Death of Levon Gulian

Yerevan—The National Citizens’ Initiative (NCI) today convened a public hearing to examine the criminal investigation launched into the mysterious death of Levon Gulian, a 31-year old Armenian citizen. A witness concerning a murder case, Gulian died on May 12 when he was apparently thrown out a window at police precincts. The meeting brought together Gulian’s relatives, social and political activists, human rights groups, state authorities, representatives of international organizations, MPs, and media representatives.

NCI founder and newly elected MP Raffi K. Hovannisian first expressed his condolences to—and affirmed his solidarity with—the family of Levon Gulian. Hovannisian then welcomed the audience with opening remarks. “Armenia cannot demand justice from the world when it does not respect its own citizens’ God-given right to life,” he said. The “New” Constitution Continues to be “Blessed” by Abuse

RAFFI HOVANNISIAN AWARDED FRIDTJOF NANSEN GOLD MEDAL

Yerevan—The National Citizens’ Initiative (NCI) was the site today of an official ceremony to confer upon its founder Raffi K. Hovannisian the Memorial Gold Medal of historic humanitarian and Nobel peace laureate Fridtjof Nansen.

Yerevan—The National Citizens’ Initiative (NCI) today convened a specialized policy meeting on “Resolving Karabagh: The Current Stage of the Search.” In view of a history rich in diverse approaches and scenarios, negotiations in various formats, and peace prospects and inclinations, the roundtable brought together competent policy makers, public figures, relevant experts, and academic circles, as well as representatives of the mass media and NGO communities, to examine conflict resolution and its peculiarities in the Karabagh case.

What does the decade-old cease-fire promise, is a mutually acceptable solution feasible in the foreseeable future, do the authorities representing Armenian national interests enjoy a broad public mandate in and for peace talks, might an unfavorable arrangement be imposed on the Armenians? National Citizens’ Initiative Examines Iraq and Regional Implications

Yerevan—The National Citizens’ Initiative (NCI) convened today a specialized policy seminar on “Armenia and Current Regional Realities.”

NCI coordinator Hrach Hakobyan made opening remarks to the capacity audience. “The crisis in Iraq and the ongoing developments flowing from it will substantially influence Armenia’s strategic prospects. In order to promote an informed public dialogue, it is necessary to facilitate a multi-disciplinary, policy-oriented discussion on this pivotal issue. The Iraqi problem and its plausible impact on Armenia’s relations with Turkey, Iran, Europe, Russia, and the United States will inevitably be placed in priority on Armenia’s foreign policy agenda among other matters of current concern,” he opined... The National Citizens’ Initiative is a public nonprofit association founded in December 2001 by Raffi Hovannisian, his colleagues, and fellow citizens with the purpose of realizing the rule of law and overall improvements in the state of the state, society, and public institutions. The National Citizens’ Initiative is guided by a Coordinating Council, which includes individual citizens and representatives of various public, scientific, and educational establishments. Five commissions on Law and State Administration, Socioeconomic Issues, Foreign Policy, Spiritual and Cultural Challenges, and the Youth constitute the vehicles for the Initiative’s work and outreach.
